Can't make changes to new fansite.

I get this...
'Application error occurred. Sorry, it appears that an error has occurred. We are unable to complete your request at this time. This error has been logged and will be reviewed and corrected as soon as possible.'
The URL works and nothing else. From what I've read this has happened to other members. Has the creation of new fansites been suspended or will there be a remedy?

...I have been able to submit a custom header, change the site's appearance and submit new messages. I am still unable to upload images. Also, there doesn't seem to be a way to pin the intro message to the top of the page. I realize messages appear in the style of a blog, newest first, but the welcome mat should stay at the front door. I have considered creating another header that includes a welcome message.
