I have made a web submission for a site with teen Hollywood and under "my sites" it says it is awaiting reply.It has said this for about a month.What does this mean?

Thanks for applying - at the moment all applications are on hold while we launch our new fan site hosting system (the current one had some issues and we'd like to correct them before rolling out service to new publishers).
