His domestic politics is lacking. Does he even have a politics - it may be impolite to ask -? Outwitting other politicians for popularity can count as real victory against a foreign country. But winning popularity in a domestic occasion like cash for clunkers isn't a success, because resources can be wasted whether or not your population understands how (people might believe the broken window fallacy but that doesn't stop broken windows costing resources). The effectiveness of domestic policy is more observer-independent than elections and diplomacy. A problem in revealed in his speeches. He did a monologue to the unions about how all wage rises are a result of the union movement (incorrect), then the next day he says the same thing to teachers and schools (comic). The end result will be similar to tony blair. Sucking up to every side of the population stops you planning any long-term or consistent policies, because any consistent political philosophy or reforms will make, in the short run, another area of the population worse off. A nice example of this is factor-mobility (--is factor mobility a justification for the occasional recession?). You don't get labour mobility without lay-offs |

The point about reagan or thatcher (or clement attlee, if you want someone on the left) is that they thought out their political philosophy and a way to re-structure our institutions before they ran for election. Every policy they do is planned in advance and can be traced back to consistent principles or philosophy.
