Burlap bags used to be used for wrapping feed for animals. Hence, anyone reusing it for clothing purposes was considered to be a hick from a rural or farm area. I'm sure it was done in the old frontier days, but the results were usually pretty ugly. It was durable, but worse than wearing scratchy wool.
