Govt had looked at proposals to charge people about 10+ GBP (about $20+) for a permit in England, possibly the whole of the UK.

I don't really keep up with the news in the UK now. Anything new on the home front about this?
I find it odd that they would consider giving out licenses to only over 18's but the legal smoking age is 16.
Was there ever any word on if tourists would be charged? Kinda annoying if someone comes over the the UK and can't have a smoke 'till they fill out twenty forms and need to wait a few days.
