Aside from Sylar's mother, I can't help blame Chandra Suresh for opening Pandora's box. Sylar really did have a fantastic ability, and if I were Chandra Suresh I would have told Sylar that his intutive ability to fix things would have led Sylar to be the World's Most Advanced Engineer, or the the world's greatest Surgeon, Sylar could many lives doing things like that. If Chandra had realized that and said those kind of things to Sylar, would he have still gone off the deep end and become a murderer?

And it was also Chandra's fault that he failed to detect Sylar's power, and became dismissive of him. Maybe if he'd had Sylar making one of his watches while hooked up to the brain scanning thing then Chandra would have detected something.
