It is definitely her, it's just a poor shot, if it was in better focus and not some poorly pixelated image you could easily tell. As LoveandElizaFan mentioned above, they really did have that exact image blown-up on a large screen behind and above Love during her TOYL promotion on the Donny and Marie Show. Love moaned and laughed saying it was taken after recess, explaining her messed up hair. Marie said she looked cute. They had two different images that day (shown side by side), the one shown above and another one that was recent (at that time, back in 2000).
