Bille Woodruff is her best friend. I think it's obvious he's homosexual so he makes the perfect friend for any female. He's a music video director by trade and did Honey as his first film direction.
The two have been friends since before Honey ... sometime during Dark Angel, as he was around in many pictures when Weatherly was still around.
Actually the first time I saw him with her was when Jess got Punk'd 3-4 years ago. But apparently, he wasn't in on the scam either... he was asking how the dude had a store.
